High pop servers are mostly players at end game levels. It will feel very empty while you play. Raiding and the party finder is across the entire Data center - so that narrows it down to 2 NA if you are looking for North American servers. I recommend mid pop servers - so you can join without waking up at 3am to get your character on it.
