My router (Time capsule) is located a couple of metres from the Apple TV and although the connection is perfect (according to the Settings on my Apple TV) I'm experiencing slow downloads. Have you removed the static address from the DHCP pool on the router? The usuual way would be to make the pool smaller and place the static addresses above the top of the pool. Also, you should set the ATV DNS to auto, so it requests the DNS address from the router.
